This is the National Identification Registry (NIR) Act of 2011, passed by the Senate and House of Representatives of the Republic of Liberia in Legislature Assembled. The Act established the NIR as an autonomous entity within the Executive Branch and created the legal framework for a National Biometric Identification System (NBIS) throughout the Republic of Liberia.

Background

The NIR Act repealed PRC Decree #65 of 1983, which had established the original Bureau of National Identification Registry. It introduced a biometric identification system to combat double dipping, identity fraud, and illegal migration, and to strengthen the delivery of government services.
